UCS presents multiple Human Service Awards each year, which pay tribute to individuals and organizations making a difference in the Johnson County community.
The 2025 Distinguished Public Servant Award was presented to Joe Karlin, in posthumous recognition of a lifetime of service. For more than two decades, Joe Karlin dedicated himself to serving the city of Lenexa and Johnson County with integrity, collaboration and a deep commitment to community well-being.
Appointed to the Planning Commission in 2004 and later serving on the Lenexa City Council from 2009-2024, he modeled transparent, thoughtful governance. Joe advanced human services through his work on UCS’s Drug and Alcoholism Council and his unwavering advocacy for youth mental health. After the loss of his son, he co-founded the Tom Karlin Foundation and championed suicide prevention education, helping secure passage of the Jason Flatt Act to require suicide prevention training in Kansas schools.
Beyond public office, Joe strengthened neighborhoods, supported local schools, and mentored young people as a coach and community leader. His decades of service and advocacy left a lasting impact on Johnson County and embody the values of the Distinguished Public Service Award.
